Hon. Agunbiade, Solaja Give Account Of Bills, Motions Passed By 9th Lagos Assembly

The Majority Leader of the Lagos State House of Assembly and the representative of the Ikorodu Constituency I, Hon. Sanai Bolanle Agunbiade and his Constituency II counterpart, Hon. Niurudeen Saka Solaja, have revealed the performances of the 9th Legislative Assembly since June 7th, 2019 when it was inaugurated till date.

While addressing their constituents during the 7th Constituency Stakeholders’ Meeting held in their respective constituencies, the two representatives gave the account of the Assembly's bills, resolutions and projects executed.

The Ikorodu Constituency I venue for the constituency stakeholders' meeting was the Aqua Event Centre located along the TOS Benson Avenue, lkorodu, while the Constituency II meeting took place at the Prestige Event Hall, Ibeshe road, Ikorodu.

The Constituency Stakeholders’ meeting was held in both constituencies on Thursday, August 19, 2021.

According to them, 23 Bills have so far been passed by the Lagos State House of Assembly while two Bills are awaiting the Third Reading.

Three Bills are awaiting presentation of reports while two are awaiting laying of reports.

A total of three Bills are in committee; four awaiting the First Reading; one regulation awaiting approval and two regulations approved by the House.

According the lawmakers, Bills passed into laws in the first session (7th June – 6th June, 2020) of the Assembly are six. They are Appropriation (Amendment) Law, 2019, Lagos State Audit (Amendment) Law, 2019, Appropriation 2010, Land Use Charge (Amendment) Law, 2020, Lagos State Neighbourhood Safety Corps (Amendment) Law, 2020 and CoronaVirus Pandemic Emergency Law, 2020.

In the second session, which was between 7th June, 2020 to 6th June, 2021, members of the Assembly dealt with ten bills which include Appropriation (Amendment) Law, 2020; Lagos State House of Assembly Legislative Service Commission (Amendment) Law, 2020; Lagos State Lotteries and Gaming Law, 2020; Lagos State Public Complain and Anti-Corruption Commission Law, 2020; Appropriation Law, 2021; Unlawful Societies and Cultism (Prohibition) Law, 2021; Lagos State Public Procurement Agency Law, 2021; Lagos State Sports Commissions (Amendment) Law, 2021; Lagos State House of Assembly Legislative Service Commission (Amendment) Law, 2020; Corona Virus Pandemic Emergency Law, 2020; and Lagos State Transport Sector Reform Law, 2021.

In the third session (7th June, 2021 – 6th June, 2022), the Assembly passed Cooperatives Societies Law, 2021; Lagos State Domestic and Sexual Violence Agency, Law, 2021; Animal Law, 2021; Lagos State Administration of Criminal Justice (Amendment) Law, 2021; Lagos State Independent Electoral Commission (Amendment) Law, 2021 and Lagos State Real Estate Regulatory Authority Law, 2021;

Bills awaiting Third Reading are Public Office Holders Payment of Pension) Repeal Bill, 2021 and Lagos State Pension Reform (Amendment) Bill, 2021.

The lawmakers also stated that Lagos State Legislative and Research Institute Bill, 2020 (Second Allotted Day); Lagos State College of Health Technology Bill, 2020; Lagos State Mortgage and Property Bill, (Amendment) Bill, 2021 are awaiting presentation of their reports, while the Lagos State DNA and Forensic Centre Bill, 2021; Organ Transplantation Bill, 2021; and Lagos State Fire Service Bill, 2021 are awaiting laying of there reports.

Bills in Committee are the Lagos State Divisions (Establishment) Bill, 2021; Lagos State Employment Trust Fund (Amendment) Bill, 2021; University of Education. Lagos Bill, 2021; and Lagos State University of Science and Technology Bill, 2021.

Four Bills are at the First Reading stage. They are Human Fertilisation and Surrogacy Regulatory Authority Bill, 2021; Lagos State Government Staff Housing Board Bill, 2021; Lagos State Enforcement Training Institute Bill, 2021; and Prohibit Open Cattle Grazing Bill and Trespass of Cattle on Lands in Lagos State Bill, 2021.

In their respective keynote address, the duo of Hon. Agunbiade and Hon. Solaja also stated that the Lagos State Employment Trust Fund (Amendment) Regulations, 2021, is the only Regulation that is yet to be committed to committee while, Land Use Charge Regulations, 2020; and Stamp Duty (New Stamp Duty Design have been approved.

Among many resolutions passed by the Assembly under the period been considered are Confirmation of Governor’s nominees for appointments, Consideration of the Constituency Stakeholders’ Meetings Report, Indiscriminate extortion of Electricity Consumers, The need to ensure the Safety of the Blind and Visually impaired in Lagos State, Condemnation of Xenophobic Attacks on Nigerians living in South Africa and Land Use Charge (Amendments) Bill, 2019.

Also among the resolutions are Need for the State Government to put on hold all Dredging activities in Lagos State; Observations on recently passed Lagos State Neighbourhood Safety Corps Agency (Amendment law, 2020); 9 – Man Committee Fact – finding Ad Hoc Committee on the Allegations against the House and the Speaker, Rt. Hon. Mudashiru Obasa; Need to Curb Incidences of Rape, Defilement of Minors and other Sexual Abuses in Lagos State and Confirmation of the Governor’s nominee, Mrs Kafilat Ogbara, for appointment as a member of the Lagos State Audit Service Commission.

Other are the Need to Enhance Waste Management in Lagos State; Need to Assess Compliance with Guidelines for Schools Re – opening in the State; Call on the State Government to establish Micros, small and Medium Enterprises (MSMEs) and Commercial Hubs in all the Senatorial Districts of Lagos State; Call on the State Government to Regulate the Standard Operating Procedure in Administration of Road Projects in the Stat; the Need to Check the Resurgence Activities of land Grabbers in the State and Further Call for the Creation of State Police among many others.

Hon. Agunbiade, a four-term lawmaker, also listed completed and ongoing state projects that are ongoing in his constituency among which are Oba Sekumade Road, Itamaga/Ijede road, Sulaimon Shodeburu Street/haruna Road, Powerline Road, Ojokoro/Eyita Road and Pallaitives repair on Sabo/Itoikin Road.

He said that the Etunrenren/Suberu Ogunsanya and Ojubode/Alhaji Street/Eluku/Ota Ona/Ireshe/Owolowo Road have also been resurfaced.

Agunbidae also stated that major canals in the Constituency such as Okeriya/Solomade/Ologede Canal; Idera/Ojuemuren/Agbede Olosugbo /Army Barracks (174 Battalion); Federal Low – Cost Housing Esatte/Itoikin road/Nitel Canal and Jiboro/Kokoro Abu/Ota Ona/Anibaba and Ijede Canal have been cleared.

Hon. Solaja, in his own speech, listed Itamaga/Ijede Road, Abiodun Ogunleye Housing Estate, Igbogbo, Luwasa High School (Classroom), Luwasa High School perimeter fence, Rice Mill in Imota and Bola Ahmed Tinubu Road in Igbogbo and a Mini – Stadium in Igbogbo as ongoing and completed projects by the state government in his constituency.
